Description JPEG to PDF:
This is a program I wrote in about a day. I had already written all of the code for other purposes. This program supports the original JPEG/JFIF format, as well as JPEG2000 (.J2K and .JP2) files. If there is any interest in this program, I may add the functionality to work with multiple files.

JPEG to PDF is compatible with Windows XP 32-bit, Windows Vista 32-bit, Windows NT 4.0, Windows 9x, Windows 7 32 bit, Windows 2008 32-bit, Windows 2003 32-bit, Windows 2000.
