Once you have the tool on your system, simply run it, select Hide, then scroll through the list, find the update you wish to skip, then check the box next to it to block the update.

Note: You should also take the time to scan your system with a registry cleaner like CCleaner.

To use Startup Repair on Windows 10 you will need to have Windows 10 installation media available, either a bootable USB drive or Disk. You can find the Windows 10 Media Creation tool below.

Once you have your installation media ready, insert/plug it into your computer and set your system to boot from USB or Disk (You may need to Google the steps for this depending on your system/BIOS) When it boots, choose Repair Your Computer, then Troubleshoot > Advanced Options > Startup Repair. Use Windows Bootrec Commands.
